Pennsylvania Medical Marijuana Program — 2026

About Pennsylvania Marijuana Cards

Pennsylvania Marijuana Cards was built for one reason — to give Pennsylvania residents a clear, honest, and genuinely accessible path to a PA medical marijuana card. We are a telehealth physician referral service that connects qualifying patients across the entire Commonwealth with licensed, PA Department of Health-registered physicians for same-day evaluations, entirely online, with no office visits required.

Pennsylvania's Medical Marijuana Act became law on April 17, 2016. The first dispensary sales opened in February 2018. Since then, the program has grown to more than 440,000 registered patients — one of the five largest medical-only cannabis programs in the United States. But having a large program does not automatically make it easy to navigate. Connecting with a registered physician, understanding what qualifies, knowing exactly what you will pay — these are still genuine barriers for a lot of PA residents. We exist to remove those barriers.

Recreational cannabis remains illegal in Pennsylvania as of 2026. A valid PA medical marijuana card is the only legal way to purchase and possess cannabis in the Commonwealth. If you have a qualifying condition, getting that card should not be complicated. We make sure it is not.

100% online telehealth evaluations — available to every Pennsylvania resident statewide.

Why We Built This

Too many Pennsylvania patients with genuine qualifying conditions never pursue an MMJ card because the process feels confusing, the pricing seems unclear, or they simply cannot find a named, verifiable physician to trust. We built this service to change that.

Our purpose is straightforward: connect qualifying patients with licensed, publicly verifiable Pennsylvania physicians through a transparent, affordable, and fully compliant telehealth process. No runaround. No hidden costs. No anonymous "network of doctors" you cannot check. Two named physicians — both with public NPI numbers you can verify right now on the federal CMS registry — and a process that is the same whether you are in Philadelphia, Pittsburgh, Erie, or a rural township in between.

⚖️
PA DOH-Compliant From Start to Finish
Every evaluation follows the exact legal framework of Pennsylvania's Medical Marijuana Act (Act 16 of 2016). Both our physicians are registered with the PA Department of Health and evaluate every patient against PA's 24 qualifying conditions — nothing else.
🔒
HIPAA-Protected Telehealth Technology
We use HIPAA-consistent, encrypted telehealth technology through the Heally platform. Your health information is protected at every step — from the intake form through to physician certification submission. No data is ever sold or shared beyond what PA law requires.
🩺
Fully Independent Medical Judgment
Our physicians make clinical decisions based solely on your medical history and Pennsylvania's qualifying conditions. Platform policies, pricing, and scheduling have zero influence on whether a patient is certified. That independence is not a selling point — it is a legal and ethical requirement we take seriously.
💰
Full Price Transparency — Before You Book
Our fee, the PA state registration fee, and what each covers — all of it is disclosed before you pay anything. There are no surprises, no upsells, and no subscription fees waiting on the other side of a "Book Now" button.

Meet Your Physicians

Both physicians on our platform are named, publicly verifiable, and registered with the Pennsylvania Department of Health. Not an anonymous network — two real doctors whose credentials you can check yourself before you spend a dollar.

Dr Johnathon Chance Miller MD Pennsylvania medical marijuana physician NPI 1235623372
🩺 Licensed PA MMJ Physician NPI Verified
Dr. Johnathon Chance Miller, MD
Medical Cannabis Evaluating Physician
Platform:Heally Telehealth
Specialty:Multi-state medical cannabis evaluation
DOH Status:Registered with PA Dept. of Health MMJ Program

Dr. Miller brings hands-on experience evaluating patients across multiple states' medical marijuana programs. He understands that the patients who come to him — chronic pain sufferers who have been through every conventional treatment, veterans managing PTSD, cancer patients navigating chemotherapy side effects — are not looking for a rubber stamp. They are looking for an honest clinical opinion. That is exactly what he provides. If you qualify, he certifies you the same day. If you do not, he will tell you clearly why — and you get your money back.

Dr Anshi Thapliyal MD board-certified internal medicine Pennsylvania medical marijuana physician NPI 1962698324
🩺 Board-Certified Internal Medicine NPI Verified
Dr. Anshi Thapliyal, MD
Medical Cannabis Evaluating Physician
Experience:20+ years in internal medicine
Specialty:Hospice and palliative medicine
DOH Status:Registered with PA Dept. of Health MMJ Program

Dr. Thapliyal is a board-certified internal medicine physician with over two decades of clinical experience — the majority of it spent in hospice and palliative medicine, where complex symptom management and honest patient conversations are the entire job. She brings that same directness to every MMJ evaluation. Patients dealing with serious or terminal conditions consistently describe her approach as compassionate and clear. She does not rush evaluations, and she does not shy away from difficult clinical conversations. That is rare, and it shows.

🔍
Why we publish NPI numbers publicly: The federal NPPES database at npiregistry.cms.hhs.gov is a free tool anyone can use to verify any licensed US physician — license status, specialty, and state registrations included. You can check Dr. Miller (NPI #1235623372) and Dr. Thapliyal (NPI #1962698324) right now, before you submit a form or hand over a dollar. We publish this because no other PA MMJ telehealth service does. You should ask yourself why.

All evaluations through Pennsylvania Marijuana Cards are conducted by either Dr. Johnathon Chance Miller, MD or Dr. Anshi Thapliyal, MD — independently licensed Pennsylvania physicians registered with the PA Department of Health's Medical Marijuana Program. Both physicians conduct evaluations according to PA clinical and telehealth standards. Patient welfare, legal compliance, and honest medical judgment guide every consultation.

Certification decisions belong entirely to the evaluating physician. No approval is guaranteed before a consultation. Whether a patient qualifies under PA law is determined by the physician's independent clinical assessment of their individual medical history against Pennsylvania's 24 qualifying conditions — not by payment, platform preferences, or any factor outside of medicine and state law.

Medical Credibility & Compliance

Every evaluation on this platform is grounded in Pennsylvania law, full physician independence, and a process transparent enough that you never have to take our word for anything — you can verify it yourself.

Fully Transparent — Every Step
Dr Miller Pennsylvania medical marijuana physician credibility

We designed this platform so Pennsylvania patients always know exactly what to expect, what they are paying, and who they are speaking with. Both physicians' credentials are publicly verifiable through the federal NPI registry before you book anything. Our pricing — our fee and the separate PA state fee — is published in full on our homepage. Our affiliate relationship with Heally Telehealth is openly disclosed. There are no surprises at any stage of this process.

Dr. Miller and Dr. Thapliyal each evaluate every patient as independent clinicians. They apply professional medical judgment to Pennsylvania's 24 qualifying conditions without any input or influence from our platform. Their role is to conduct honest, thorough evaluations — not to certify every patient who submits a form. That independence is not a marketing claim. It is the legal and ethical foundation the entire process rests on.

Pennsylvania's Medical Marijuana Program is one of the most established in the country — over 440,000 registered patients, $7.68 billion in cumulative sales since 2018, and a qualifying conditions list that includes anxiety, PTSD, and chronic pain in forms that other states still do not recognise. The program is robust. The path to joining it should be simple. That is the gap we fill.

Transparent Pricing — No Surprises

Pennsylvania patients deserve to know exactly what they will pay before they book. Every cost — ours and the state's — is listed here. Nothing is waiting to surprise you after you submit a form.

💡
State Fee Waiver: Pennsylvania patients enrolled in Medicaid, SNAP, CHIP, PACE/PACENET, or WIC may have the $50 state registration fee waived entirely by the PA DOH. This brings the total cost down to $159 for qualifying patients. Proof of enrollment is required at the state portal after physician approval.

What We Stand For

The beliefs that shape how we operate — and what Pennsylvania patients can hold us to.

🎯
Our Mission
To give every qualifying patient in Pennsylvania a clear, fast, and affordable path to a legitimate medical marijuana card — through real licensed physicians, a genuinely transparent process, and support that does not disappear the moment you book. We serve the entire Commonwealth, from Philadelphia to rural townships that have never had easy access to a registered MMJ physician.
👁️
Our Vision
To be the most trusted medical marijuana card service in Pennsylvania — the one that patients in Philadelphia, Pittsburgh, Harrisburg, Erie, Allentown, and everywhere in between recommend to their family and friends, not because our marketing is good, but because the experience was honest, the pricing was real, and the physicians were genuinely excellent.
Our Core Values
Honesty in pricing, always disclosed before you pay anything. Transparency in our partnerships, including our affiliate relationship with Heally Telehealth. Full independence in physician judgment — their clinical decisions are theirs alone. Respect for every patient regardless of their condition, background, or whether they ultimately qualify.

What We Do Not Do

Honest services define their limits clearly. Here is what Pennsylvania Marijuana Cards does not do — and why that transparency matters for your trust.

Direct Medical Treatment or Diagnosis
We are a physician referral platform — not a medical practice. Pennsylvania Marijuana Cards does not treat, diagnose, or manage any condition. We connect you with a licensed PA-registered physician for a medical marijuana certification evaluation. That is the scope of our service, and we stay within it.
Guaranteed Approvals
No legitimate Pennsylvania MMJ service can legally guarantee a certification. Every physician decision is based solely on your individual medical history and Pennsylvania's 24 qualifying conditions — our platform has absolutely no influence over that outcome. What we do guarantee is a full refund of our fee if you are not approved.
Cannabis Sales or Distribution
We do not sell, recommend, distribute, or supply cannabis or any cannabis-derived product. We are a telehealth physician referral service only. Pennsylvania's licensed dispensaries are entirely separate from our platform and from our physicians.
Influenced Medical Decisions
Your consultation fee has no bearing on your physician's clinical decision — paying for an evaluation does not purchase certification. Every patient is assessed on medical merit, personal medical history, and PA law. We have no mechanism to influence physician judgment, and we would not use one if we did.
Legal Advice or Representation
We explain the PA DOH application process in plain, accurate language — but we are not lawyers, and nothing on this platform should be treated as legal advice. We do not represent patients in any legal capacity or advise on matters related to employment, federal law, or out-of-state travel with cannabis.
Dispensary Partnerships or Commissions
We have no financial relationship with any Pennsylvania cannabis dispensary. We do not earn commissions based on where you shop or what you purchase. Our only disclosed affiliate relationship is with Heally Telehealth, the platform through which evaluations are conducted.
