Pennsylvania Medical Marijuana Program — 2026
About Pennsylvania Marijuana Cards
Pennsylvania Marijuana Cards was built for one reason — to give Pennsylvania residents a clear, honest, and genuinely accessible path to a PA medical marijuana card. We are a telehealth physician referral service that connects qualifying patients across the entire Commonwealth with licensed, PA Department of Health-registered physicians for same-day evaluations, entirely online, with no office visits required.
Pennsylvania's Medical Marijuana Act became law on April 17, 2016. The first dispensary sales opened in February 2018. Since then, the program has grown to more than 440,000 registered patients — one of the five largest medical-only cannabis programs in the United States. But having a large program does not automatically make it easy to navigate. Connecting with a registered physician, understanding what qualifies, knowing exactly what you will pay — these are still genuine barriers for a lot of PA residents. We exist to remove those barriers.
Recreational cannabis remains illegal in Pennsylvania as of 2026. A valid PA medical marijuana card is the only legal way to purchase and possess cannabis in the Commonwealth. If you have a qualifying condition, getting that card should not be complicated. We make sure it is not.
100% online telehealth evaluations — available to every Pennsylvania resident statewide.
Why We Built This
Too many Pennsylvania patients with genuine qualifying conditions never pursue an MMJ card because the process feels confusing, the pricing seems unclear, or they simply cannot find a named, verifiable physician to trust. We built this service to change that.
Our purpose is straightforward: connect qualifying patients with licensed, publicly verifiable Pennsylvania physicians through a transparent, affordable, and fully compliant telehealth process. No runaround. No hidden costs. No anonymous "network of doctors" you cannot check. Two named physicians — both with public NPI numbers you can verify right now on the federal CMS registry — and a process that is the same whether you are in Philadelphia, Pittsburgh, Erie, or a rural township in between.

Both physicians on our platform are named, publicly verifiable, and registered with the Pennsylvania Department of Health. Not an anonymous network — two real doctors whose credentials you can check yourself before you spend a dollar.
Dr. Miller brings hands-on experience evaluating patients across multiple states' medical marijuana programs. He understands that the patients who come to him — chronic pain sufferers who have been through every conventional treatment, veterans managing PTSD, cancer patients navigating chemotherapy side effects — are not looking for a rubber stamp. They are looking for an honest clinical opinion. That is exactly what he provides. If you qualify, he certifies you the same day. If you do not, he will tell you clearly why — and you get your money back.
Dr. Thapliyal is a board-certified internal medicine physician with over two decades of clinical experience — the majority of it spent in hospice and palliative medicine, where complex symptom management and honest patient conversations are the entire job. She brings that same directness to every MMJ evaluation. Patients dealing with serious or terminal conditions consistently describe her approach as compassionate and clear. She does not rush evaluations, and she does not shy away from difficult clinical conversations. That is rare, and it shows.
How Our Platform Actually Works
There are four steps between you and a PA MMJ card. Here is every one of them — including the steps that happen after our part of the process is done — explained in plain language.
All evaluations through Pennsylvania Marijuana Cards are conducted by either Dr. Johnathon Chance Miller, MD or Dr. Anshi Thapliyal, MD — independently licensed Pennsylvania physicians registered with the PA Department of Health's Medical Marijuana Program. Both physicians conduct evaluations according to PA clinical and telehealth standards. Patient welfare, legal compliance, and honest medical judgment guide every consultation.
Certification decisions belong entirely to the evaluating physician. No approval is guaranteed before a consultation. Whether a patient qualifies under PA law is determined by the physician's independent clinical assessment of their individual medical history against Pennsylvania's 24 qualifying conditions — not by payment, platform preferences, or any factor outside of medicine and state law.
Medical Credibility & Compliance
Every evaluation on this platform is grounded in Pennsylvania law, full physician independence, and a process transparent enough that you never have to take our word for anything — you can verify it yourself.
We designed this platform so Pennsylvania patients always know exactly what to expect, what they are paying, and who they are speaking with. Both physicians' credentials are publicly verifiable through the federal NPI registry before you book anything. Our pricing — our fee and the separate PA state fee — is published in full on our homepage. Our affiliate relationship with Heally Telehealth is openly disclosed. There are no surprises at any stage of this process.
Dr. Miller and Dr. Thapliyal each evaluate every patient as independent clinicians. They apply professional medical judgment to Pennsylvania's 24 qualifying conditions without any input or influence from our platform. Their role is to conduct honest, thorough evaluations — not to certify every patient who submits a form. That independence is not a marketing claim. It is the legal and ethical foundation the entire process rests on.
Pennsylvania's Medical Marijuana Program is one of the most established in the country — over 440,000 registered patients, $7.68 billion in cumulative sales since 2018, and a qualifying conditions list that includes anxiety, PTSD, and chronic pain in forms that other states still do not recognise. The program is robust. The path to joining it should be simple. That is the gap we fill.
Transparent Pricing — No Surprises
Pennsylvania patients deserve to know exactly what they will pay before they book. Every cost — ours and the state's — is listed here. Nothing is waiting to surprise you after you submit a form.
There is also a $50 PA state registration fee paid directly to the Pennsylvania Department of Health — never through our platform. You pay it after approval, through the PA patient portal. It is never at risk. Total first-time cost: $209. Total renewal: $199.

What We Do Not Do
